I'm actually shocked how well Jason and Cass are both handling him, Bat's really do have a way with traumatized teens!
Jason's doing it partially out of pragmaticism because Jason knows he can't fight a speedster so better to go for de-escalation tactics instead and hope Bart can be of more help
