Photoshop is the only software I use for graphics but it should be possible to recreate in similar programs! You also don't need a tablet or anything fancy, it can easily be done with a mouse/touchpad.

I'm thinking about making a more in-depth tutorial to clean up halftones, let me know if that's something you guys would be interested in.
